MGNREGA Works, YSR Jala Kala, YSR Urban Clinics, Housing and Preparation for Kharif Discussed in Spandana

Amaravati: Chief Minister YS Jagan Mohan Reddy has discussed with district collectors and SPs on a wide range of issues during the Spandana video conference.

MGNREGA Works, YSR Jala Kala, YSR Urban Clinics, Housing, Spandana grievances, and preparation for Kharif were among the major issues discussed during the meet held here on Tuesday.

MGNREGS works

The Chief Minister said 20 crore work days were allotted to Andhra Pradesh and a target is set to complete 16 crore work days by end of next month. To achieve the target, every district must complete one crore work days, he said and added that only 4.57 crore work days are completed till now and directed the officials to complete one crore work days by end of June. 

*Construction of Village Secretariats*

Although the target is set to build all the village secretariats by 30th of next month, work at only some buildings of 10,929 secretariat buildings is completed, he said and directed Collectors to focus on them.

RBKs

Of the total 10,408 RBK buildings under construction, only about half are about to complete, he said and added that collectors should also pay special attention to them.

YSR Health Clinics

Construction of many buildings of 8,585 village health clinics is pending and collectors should focus on completing them, he said. 

AMC, BMCU

The Chief Minister said it has been decided to construct 9,899 buildings, of which 348 have not yet been given administrative clearances.

Nearly 38 percent of buildings construction has not yet begun and directed the officials to give those permissions right away and start the construction of those buildings.

Anganwadi Centers

The Chief Minister said Anganwadi centers are being converted into YSR Pre Primary Schools under Nadu- Nedu and land need to be identified at  1230 locations in urban areas and at 404 locations in rural areas. He said the state government is constructing 8,634 new buildings and revamping 3,341 existing building in first phase of Nadu Nedu in Anganwadi centers. He said there are still 3,928 unfinished Anganwadi Centers to be completed and directed the collectors to sanction technical and administrative approvals and they should be completed soon. 

YSR Urban Clinics

He said there are a total of 560 urban clinics in the state, of which 205 buildings are being revamped and 355 new buildings are to be constructed. In all, tenders have been called for only 519 buildings so far and  so far works have started only in 127 buildings and added to complete all the work tenders and ensure work starts as soon as possible.

House Plots in 90 days

The Chief Minister said distribution of pattas (agreement letters) of 4,220 TIDCO houses is still pending and also 17,000 new beneficiaries ( With regard to deaths, migrations, unwillingness to take up houses, ineligible) need to be identified and collectors should focus on it. He said 1,19,053 eligible beneficiaries have been identified in regard to house plots and another 98,834 applications are pending and added to Identify those who are eligible in those applications. 

He said to focus on giving house site pattas immediately to those who have already been identified.

He said house sites can be alloted to 10,752 beneficiaries in existing layouts and  to1,520 beneficiaries in new layouts.

He said they should start distributing printed pattas  within 10 days of the existing layouts and added that Land acquisition is yet to start for the remaining 1,06,781 beneficiaries.  

He said to complete the examination of 98,834 pending applications immediately and identify those who are eligible and added that land acquisition should start for them. He said the government has alloted 15.60 lakh houses in the first phase of the Navaratnalu- Pedalandariki Illu programme  of which 15.10 lakh houses are in urban areas and remaining in rural areas. Allotment orders have already been issued for 14.89 lakh houses in the first phase and rest were in court cases, and  alternative proposals were sent to the PMAY in this regard and permission for them could come within next month. He said geo tagging is not completed in 520 layouts of 742 layouts and directed the officials to complete geo tagging, setting up boundary stones between houses and levelling. He directed the Collectors to complete preporatory works like  Mapping, Geo tagging, registration of benificiaries, updation in websites should be completed by May 25 and construction of houses will start on June 1. He said water connection facilities need to be set up in 8,679 layouts and directed the collectors to coordinate with discoms and rural water supply departments and complete the works by May 31. He said nodal officers should be appointed for every mandal and municipality and they should tour at ground level once in a week and added to complete the appointment of Nodal officers by May 15.  He said construction of model houses in the layouts should start on by June 1 so that the construction cost can be known. He said to focus on  developing infrastructure facilities such as CC roads, underground drainage system, power cables, water supply system, fiber cable laying.

*Spandana*

He said the government has solved 85 percent of 2,25,43,894 petitions recived through Spandana programme from June 9, 2020 to May 10 2021.  He said Arogyasri card, rice card, pension card must be given within 21 days and  the house site must be given  within 90 days added that there is no compromise in this matter. He said quality in  sanitation works is important as petitions in this regard are being repeated and added to give priority to Sanitation, street lights and drinking water supply.

Khariff preparedness

He said Khariff is going start and quality seeds should be provided to farmers. He said to check stock points of seeds, fertilizers and pesticides. He said distribution of seeds will start on May 17 and 7.12 lakh quintals of seeds of various crops will be distributed. 

He said to focus on conducting irrigation advisory board meetings coordinating with district incharge ministers and public representatives. He said agriculture advisory boards should be set up at district, mandal and village level. These committeesplay key role in crop planning and provide information on alternative crops to farmers. He said district level bankers meetings should be conducted to ensure crops loans are sanctioned smoothly. 

Schemes to be implemented in May

Rytu Bharosa Scheme will be implemented on May 13 benefitting 52.50 lakh farmers. Rs 7,500 will be credited in the accounts of farmers for Kharif crop investment.  Crop insurance for Kharif 2020 will be credited on May 25 benefitting 38 lakh farmers. Matyakara Bharosa will be implemented on May 18.

Deputy Chief Minister Alla Krishna Srinivas, Ministers Peddireddy Ramachandra Reddy, Botsa Satyanarayana,  Chief Secretary Adityanath Das, DGP Goutam Sawang, Chief Commissioner Land Administration Neerab Kumar Prasad, Agriculture Special Chief Secretary Poonam Malakondaiah, Covid command control chairman Dr KS Jawahar Reddy, Municipal Administration Special Chief Secretary Y Srilakshmi, Panchayat Raj Commissioner Girija Shankar, Health Principal Secretary Anil Kumar Singhal, Women and Child Welfare Principal Secretary Anuradha and other officials were present.
