Hyderabad: The ongoing Special Investigation Team’s (SIT) probe into several criminal cases against Mohammed Nayeemuddin alias Nayeem, is revealing another entrepreneurial angle of the slain gangster. Taking undue advantage of the nexus with politicians and the police department, Nayeem had established his own Revenue Division across Ranga Reddy, Mahabubnagar, Nalgonda districts and outskirts of Hyderabad.

The gangster imposed several tax slabs depending upon nature of business. N Company regularly collected Nayeem tax from rice millers, petrol bunk owners, traders, businessmen, contractors, etc. This gave Nayeem a regular revenue source to the tune of Rs 5 crore every month.

The gangster used to collect haftha in the name of NM tax every month. The NM (stands for Nayeem) tax was levied on every land deal and business turnover. This was no less than a parallel government mechanism in fact more fool-proof system to collect Nayeem Tax.


The N Company had 260 people on rolls to collect Nayeem tax from mining, sand traders. His staff included 48 former Maoists, 38 criminals in supari gang (contract killers), 110 informers, 8 drivers, 5 technical experts, 15 watchmen and maids, 16 collection agents and 10 supervisors to monitor informers. N Company regularly collected Nayeem tax from rice millers, petrol bunk owners, traders, businessmen, contractors, etc. This gave Nayeem a regular revenue source to the tune of Rs 5 crore every month.

Nayeem had his own men in Registration Offices and they helped him registering land under his encroachment on his name or his benamis.

Nayeem had a habit of recording every transaction meticulously. This diary is helping SIT to investigate thoroughly. Nayeem used to take care of families of those who were jailed in several offenses committed by him. Police are further investigating into several cases, while keeping a vigil on the staff of Nayeem.

Penalty Over Nayeem Tax

Nayeem used to slap penalty on those who delay paying his tax. He used to disturb the business activity if the businessman failed to pay NM tax in time. Nayeem’s agents used to follow businessmen and traders closely to monitor their business transactions and revenues. Majority of businessmen paid NM tax every month as they didn’t want to take risk in dealing with underworld gangs.

Nayeem’s family in police custody

Meanwhile, Shadnagar police have taken Hasina Begam, sister Salima Begum, brother-in-law Abdul Matin and Khalima Begum, into custody for five days. Police will interrogate the family members to know more details about several criminal offenses of Nayeem.

Rajendranagar Court has allowed Narsingi police to take Farhana and Afsana into custody for six days. Nayeem’s gun woman Farhana was Alkapuri den in-charge. Another gunman Shamiruddin was on Tuesday produced in Hayathnagar Court and was remanded.

Police also took Younis, Jagangir, Johny, Tamato Srinu into custody for four days. Other associates Puliraju alias Gurram Raju and Chiranjeevi were also arrested.

SIT to confiscate Nayeem’s properties

Meanwhile, SIT is in the process of confiscating properties of Nayeem and his associates. The Naxalite-turned-gangster was involved in over 100 criminal cases including 20 murders. After the encounter of gangster Nayeem on August 8 at Shadnagar, several complaints pouring in about the illegal settlements of disputes. The SIT officials said that the confiscation of these assets would be the right step in building up the case against several cases of Nayeem.

SIT has seized huge stocks of documents relating mostly to lands from Nayeem’s house, hideouts and those of his family members and associates. The value of the properties based on the seized documents is worth over lakhs of crore rupees.

SIT will ascertain who are the original property owners, on whose names they were transferred and for what consideration. If the property was on the name of any of Nayeem’s associates, family member, relative or a ‘benami’, the person concerned has to explain how he or she managed to buy the property.

The complaints against Nayeem and his criminal associates involved several cases including forcing land owners to sign documents or cough out huge sums of money at gunpoint.

Naturally, these properties can be treated as crime proceeds. Meanwhile, the Protection of Children against Sexual Offences Act (POCSA) was invoked against Nayeem based on the statements of the children detained in his house that he had sexually abused them.
